A native Louisianan, Mr. Regan earned his Bachelor of Arts degree majoring in Political Science at the University of Southwest Louisiana on May 13, 1973. After receiving his law degree at Louisiana State University, Mr. Regan was admitted to the Louisiana Bar October 1975. Within 60 days thereafter he reported for active duty as a Captain with the United States Air Force Judge Advocate General Corp. (JAG) where he served as Area Defense Counsel for the military forces in the United Kingdom, trying cases in England, Spain, Germany, and Turkey. During his military service, Mr. Regan served as Administrative Law Judge, prosecutor, and senior defense counsel. Evenings, he taught business law for the City College of Chicago, and criminal law for the University of Hartford, at their extension campuses in the U.K. Upon honorable separation of service from the U.S. Air Force in 1980, Mr. Regan returned to the United States, opening his criminal defense practice in New Orleans. Mr. Regan works tirelessly on behalf of everyone he represents with vigorous determination. He is an able and tough criminal attorney always willing to tackle difficult cases. An experienced litigator, Mr. Regan expanded his defense victories beyond Louisiana State and Federal courts to Federal courts in Mississippi, Texas, Colorado and California. He is a member in good standing in the Fifth, Ninth and Tenth Circuit Courts of Appeal, the Federal Circuit Court of Appeal, the United States Court of Military Appeals, the United States Claims Court, and the United States Supreme Court. A skilled negotiator, Mr. Regan has obtained post conviction relief for clients based on illegal sentences, defective constitutional waivers, and reversals of convictions on appeal. Aggressive and determined, Mr. Regan appealed and won a groundbreaking case in the United States Supreme Court, Foucha v. Louisiana 504 U.S. 71 (1992). He represented Curtis Lee Kyles at Kyles' first two trials, establishing the defense that eventually resulted in the U.S. Supreme Court's reversal of Kyles' conviction and sentence in 1994, in Kyles v. Whitley, 514 U.S. 419. Kyles serves as a national standard for pre-trial discovery in criminal cases. Mr. Regan continues to volunteer his services as educator and speaker. He has taught at Loyola University School of Law, and appeared as a panel speaker discussing trial tactics and post conviction remedies on numerous occasions.
