I am an attorney and mediator based in Salt Lake City. My practice focuses on western water law and policy issues in Utah and other parts of the West. As Of Counsel with Smith Hartvigsen, PLLC, I also work with a number of other well-respected attorneys who collectively provide a full range of legal services. Prior to joining Smith Hartvigsen, I served as the Assistant Director and General Counsel for the Western States Water Council, where I represented and advised state engineers and other water managers from Utah and 17 other western states on various water and policy issues, such as water infrastructure, Clean Water Act developments, water rights, general stream adjudications, water reuse, and legislative and regulatory developments, among other issues.
